MASTER July 2003 spectral calibration.

Three bands in each port were measured in July 2003.
The spectral shifts of 0nm, -2.5nm, 0nm, and 0nm were found
in ports 1, 2, 3, and 4 respectively.  The shifts were constant 
across each port.  June 2003 spectral calibration results were
shifted by the above values to reflect July 2003 spectral positions.
