MASTER July 2002 spectral calibration

Three bands in each port were measured in July 2002.
Small spectral shift from last measurement (April 2002)
was found in each port.  All channels in each port
shifted by the same amount.  Port 1 shift was -1nm,
port 2 shift was -1nm, port 3 was -7nm, and port 4 
shift was -5nm.  No change was detected in any of the
measured band shapes.  April 2002 SRFs were shifted by
appropriate amounts and new July 2002 calibration file
was created.
