July 2001 spectral calibration

In July 2001 three bands in each port were measured.
Results were compared to May 2001 measurement and the 
following shifts were detected: 0 nm in ports 1 and 4, 4 nm in port 2,
and 13 nm in port 3.  The new set of SRFs was created based on these results.
