Master 5/99 port 4 spectral realignment and calibration

Port 4 dewar failed in early May (vacuum leak) and had to 
be consequently removed, fixed, and realigned.  
5/99 calibration was done after this realignment.
Spectral calibration was done on port 4 (bands 41-50) only.
Ports 1, 2 and 3 were carried over from 4/99 and have remained
nominally stable since measured on 2/99.
