MASTER 7/99 spectral calibration.

All 50 MASTER bands were measured and Atm. corrected in July 1999.  
Spectral shifts (in microns) with respect to May 99 measurement 
were found to be +0.001 for port 1, 0.0 for port 2, + 0.0045 for
port 3, and +0.01 for port 4.
