MASTER February 2003 spectral calibration

All 50 MASTER bands were measured in February 2003.  The band configuration was found to be almost identical to October 2002 configuration.  No shift was detected in ports 1 and 2.  Port 3 shifted by -2nm and port 4 shifted by -10nm.  All bands were measured and corrected for the lab atmosphere.
